Governor vetoes bill against genetics-based abortion

September 2021 – On June 25, North Carolina Gov. Roy Cooper (D) vetoed House Bill 453, known as the Human Life Nondiscrimination Act. This bill would have banned abortions performed on the basis of race, sex, or genetic abnormalities such as Down syndrome.
“This bill gives the government control over what happens and what is said in the exam room between a woman and her doctor at a time she faces one of the most difficult decisions of her life,” said Cooper.
HB 453 had passed the House of Representatives by a vote of 67-42, followed by Senate approval with a vote of 27-20. “The message sent by this veto is that some human life is more valuable than others based on immutable characteristics,” said House Speaker Tim Moore (R). “This bill had bipartisan support in the House, and we will continue to work hard to protect the unborn.”
